Roberto J. Rosado has been provisionally suspended by the Horseracing Integrity and Safety Authority after three horses in his care tested positive for banned stimulants in April. The Pennsylvania trainer, a former Eclipse Award-winning apprentice jockey, is barred while the case proceeds to a hearing.
Rosado case hinges on three positive tests
According to Paulick Report’s account of the HISA notice, HIWU has charged Rosado with three anti-doping rule violations involving mephentermine and phentermine, with positives returned by HC Holiday at Parx Racing on April 1, Happyflyer at Penn National on April 3 and Solemn Oath at Parx on April 22.
HISA’s provisional suspension took effect on June 19 and will remain in place until a hearing has been held. The affected horses have also been suspended from racing while the individual cases remain pending. For U.S. racing, the case lands as another high-profile test of the national anti-doping regime’s willingness to act before final adjudication.
The notice described the substances as stimulants with no legitimate use in active covered horses, adding that the findings presented an immediate welfare and safety threat. Rosado moved into training in 2023 after a long riding career at Parx, where he passed 1,000 winners and shared the 1997 Eclipse Award for outstanding apprentice jockey.
