The Horseracing Integrity and Safety Authority has opened public comment on proposed changes to its laboratory standards under Rule Series 6000 of the Anti-Doping and Medication Control Program.
The Lexington-based regulator said the consultation covers Equine Standards for Laboratories and Accreditation, with feedback due by Tuesday, July 14, 2026.
The move is a live regulatory development for US racing because laboratory accreditation and oversight sit at the centre of the ADMC system.
HISA said the proposed Rule Series 6000 updates include enhanced accreditation standards and expanded laboratory oversight, following earlier consultation rounds on other sections of the programme.
What HISA Wants Reviewed
Industry participants, laboratories and other interested parties have been invited to review the proposed modifications through HISA’s public comment notice.
Submissions can be sent to HISA general counsel Sam Reinhardt, either by email or by post to the authority’s Lexington office.
Once the comment period closes, the ADMC Committee, in consultation with the Horseracing Integrity & Welfare Unit, will review relevant feedback before recommending any final version to the HISA Board.
If the board approves the package, the changes would then go to the Federal Trade Commission.
For horsemen and regulators, the key point is timing: the rule text is not final, but the window to influence the laboratory framework now runs for less than three weeks.
